Norwich fiber optic problem

I finally figured out what is up with the fiber optic lights.  I couldn’t find my ammeter jumper, so I made one from one of my old extension cords that needed to have it’s ends reset because the neoprene jacket was cracking.  I plugged a 100watt light into this and plugged the extension cord into the outlet for the fiber optic projector.  I clamped my amprobe around the positive line on the unjacketed part of the extension cord and turned on the light.  I got the proper .82Amps.

I had Phillip hit the switches one at a time.  Switch 5 was the one, the track lighting fixture behind me blinked and dimmed and my amprobe reading dropped to .51Amps.  I then read the voltage and got 117Volts when it was on and 65Volts when it was supposed to be off.
